Sep 17, 2020 · It's a reference to the comic strip character, Little Orphan Annie. She was drawn with small circles for eyes, as opposed to other beady-eyed characters. From a certain vantage point, it looked as if she had standard cartoon eyes, but drawn blank and vacant, without pupils.
